Over the past two decades, compliance-focused Social & Labor assessments have played an essential role in improving social and labor conditions in the global apparel and footwear supply chains. However, this has also led to a proliferation of different standards, codes and protocols. Due to this, the Social & Labor Convergence Program (hereafter SLCP) seeks to eliminate audit fatigue by replacing current proprietary tools and in turn avoiding duplications.
Unification, Simplicity and Effectiveness
In this context, the SLCP believes in a Converged Assessment Framework (hereafter CAF) that especially promotes collaboration. The framework fosters tangible and lasting improvements in working conditions and workers’ lives. The concept of the CAF is based on a standard-agnostic tool to create sustainable remediation. Furthermore, it attempts to build mutual trust and respect on an industrial scale. On this premise, the SLCP relies on a multi-stakeholder commitment including:
- Manufacturers and suppliers
- Brands and retailers
- Audit firms and service providers
- Multi-stakeholder initiatives and standard holders
- National governments
- Industry associations

Accordingly, and among these multi-stakeholder initiatives, the Sustainable Apparel Coalition (hereafter SAC) positions itself by being an accredited SLCP host. Since 2018, the SAC has replaced its own proprietary tool Higg Facility Social & Labor Module (hereafter FSLM). The CAF is now used as the backbone of the updated Higg FSLM.
